A native of West Palm Beach, Florida, Fr. Fraser moved with his family moved to Phoenix, Arizona in 1982. He attended Catholic schools and eventually enrolled at Arizona State University where he earned a Bachelor of Science Degree in Business in 1994. He went on to work full time for the ASU Law School for two years before going to the Seminary in 1996 to study for the priesthood for the Diocese of Phoenix.

Fr. Fraser completed his seminary studies in May of 2001 and was ordained a priest on June 2, 2001. His pastoral assignments were Parochial Vicar at SS. Simon and Jude Cathedral for two years, and Parochial Vicar at St. Andre the Apostle for 1 year. From there, Fr. Fraser moved to Washington, DC to attend the Catholic University of America for the further studies in Canon Law. He earned the Licentiate (JCL) in Canon Law from Catholic University in 2006.

In 2007, Fr. Fraser was installed as Adjutant Judicial Vicar of the Diocese of Phoenix, and as Judicial Vicar in 2008. He continues to serve as the Judicial Vicar and assists at various parishes in the diocese on the weekend.
